{"id":5842,"date":"2026-06-29T14:32:33","date_gmt":"2026-06-29T18:32:33","guid":{"rendered":"https:\/\/blogs.umflint.edu\/case\/?p=5842"},"modified":"2026-06-29T14:36:14","modified_gmt":"2026-06-29T18:36:14","slug":"um-flint-education-faculty-testifies-for-michigan-house-of-representatives-on-school-of-choice","status":"publish","type":"post","link":"https:\/\/blogs.umflint.edu\/case\/2026\/06\/29\/um-flint-education-faculty-testifies-for-michigan-house-of-representatives-on-school-of-choice\/","title":{"rendered":"UM-Flint Education faculty testifies for Michigan House of Representatives on school of choice"},"content":{"rendered":"\n<p>Jeremy Singer, assistant professor of <a href=\"https:\/\/www.umflint.edu\/case\/education\/\" target=\"_blank\" rel=\"noreferrer noopener\">Education<\/a>, was invited by a local lawmaker and testified before the Michigan House of Representatives Education and Workforce Committee in Lansing on February 4, 2026, as they considered an amendment to the current Michigan School of Choice law.<\/p>\n\n\n\n<p>The legislation is part of a broader educational reform package designed to amend the enrollment process for non-resident students, including school-of-choice policies. While the law was originally enacted in 1994 to address declining enrollment and market competition, it does not currently require all Michigan school districts to participate.<\/p>\n\n\n\n<p>The new amendment would require all districts to participate, and while those in favor see access and opportunity for students, those against tend to fall into one of two groups: districts that are currently opting out and don\u2019t want to allow students in from other districts, and those that doubt that school of choice will actually lead to better opportunities for students.<\/p>\n\n\n\n<p>Jeremy provided expert <a href=\"https:\/\/www.house.mi.gov\/VideoArchivePlayer?video=HEDUC-020426.mp4\" target=\"_blank\" rel=\"noreferrer noopener\">testimony<\/a> and a <a href=\"https:\/\/www.house.mi.gov\/Document\/?DocumentId=62621&amp;DocumentType=CommitteeTestimony\" target=\"_blank\" rel=\"noreferrer noopener\">presentation<\/a> on research evidence regarding Michigan\u2019s school of choice policy, as he has studied it closely and is familiar with the related research. He presented research that included what we know now and what the implications are for the proposed rules under consideration.<\/p>\n\n\n\n<p>Jeremy\u2019s goal was to present evidence to inform the lawmakers and add to the conversation surrounding the current legislation. He testified that districts can still find ways to circumvent school of choice, such as limiting the number of students who can apply for the program in their district.<\/p>\n\n\n\n<p>The amendment \u201cdoes not address major constraints to accessing schools in other districts (namely transportation)\u201d said Jeremy. His testimony also addressed school of choice policy more broadly, stating that \u201cthe evidence suggests that school of choice has not meaningfully improved Michigan student outcomes (on average) and it has not meaningfully reduced segregation in Michigan (and in some contexts has increased segregation).\u201c<\/p>\n\n\n\n<figure class=\"wp-block-image alignleft size-full is-resized\"><a href=\"https:\/\/blogs.umflint.edu\/case\/wp-content\/uploads\/sites\/5\/2026\/06\/singer.png\"><img loading=\"lazy\" decoding=\"async\" width=\"400\" height=\"400\" src=\"https:\/\/blogs.umflint.edu\/case\/wp-content\/uploads\/sites\/5\/2026\/06\/singer.png\" alt=\"\" class=\"wp-image-5843\" style=\"width:214px;height:auto\" srcset=\"https:\/\/blogs.umflint.edu\/case\/wp-content\/uploads\/sites\/5\/2026\/06\/singer.png 400w, https:\/\/blogs.umflint.edu\/case\/wp-content\/uploads\/sites\/5\/2026\/06\/singer-300x300.png 300w, https:\/\/blogs.umflint.edu\/case\/wp-content\/uploads\/sites\/5\/2026\/06\/singer-80x80.png 80w\" sizes=\"auto, (max-width: 400px) 100vw, 400px\" \/><\/a><figcaption class=\"wp-element-caption\"><em>Singer<\/em><\/figcaption><\/figure>\n\n\n\n<p>Jeremy argued, based on his own research and that of his colleagues, that \u201cthe current considerations in the legislation will not have a major impact on the dynamics of inter-district choice in Michigan, so lawmakers can consider going farther by establishing more formal criteria for assessing capacity in districts and requiring them to admit out-of-district students based on capacity\u201d.&nbsp;<\/p>\n\n\n\n<p>More generally, Jeremy advised that lawmakers should \u201cconsider other, more promising policies to improve student opportunity, such as adequate school funding and redrawing district boundaries (to create more diverse and inclusive districts).\u201d<\/p>\n\n\n\n<p>Based on Jeremy\u2019s experience in February 2026, it\u2019s not surprising that the amendment to <a href=\"https:\/\/www.legislature.mi.gov\/Bills\/Bill?ObjectName=2025-HB-5312\" target=\"_blank\" rel=\"noreferrer noopener\">Michigan House Bill (HB) 5312 <\/a>still remains pending, as many of the lawmakers he spoke with mentioned that they had not decided on how they would vote on the policy, but several did have thoughtful questions for him.<\/p>\n\n\n\n<p>\u201cI hope that I helped inform the lawmakers&#8217; understanding of the current impact of the law and the likely (minimal) impact of the proposed changes. And more broadly, I hope that I inspired the lawmakers to think more broadly about the alternative approaches to improving educational access and opportunity for Michigan students across the state,\u201d Jeremy said.<\/p>\n\n\n\n<p>Jeremy\u2019s professional research focuses broadly on the intersections between education policy and socioeconomic inequality.
